It also has to do with the efficiency of the turbo at different boost levels. As well as the stock engine and valve springs being able to support the extra boost and HP.
I can see the 4# and 7# settings being tolerated by the stock internals but 9# seems like more than the stock engine could handle for any length of time

Your guess is as good as mine on how long a stock engine can handle 9#'s. All we can do is make sure it is tuned to a safe A/F. The rest is out of our hands.
The original '01 Trans Am test car ran for over a year and a half, and nearly 30,000 miles with the kit. It was also completely factory stock. Much of the time he ran 10#'s or more. He did have a head gasket failure once (after about 20,000 miles with the kit), but that was it. New head gaskets, and he was back on the road.
