The car only sees the track maybe once a month, what would you say the
limits of the 31 spline are? And as a rough estimate how much are new 35 spline axles?

It is easier to give you the cost of the axles than what the limits are to the 31 spline axles. People have pushed the 31 apline axles past 600 rwhp but I would try to limit them to 600 rwhp. There are a lot of factors that can change what they can handle, weight of the car, transmission type, wheel hop, etc. There are people who have pushed stock 10 bolts past 600 rwhp, but someone somewhere has always pushed the boundaries.
