Something is off, you shouldn't jump from a 30 to a 20, and then check with a sloppy bl. 30 to 20 is a huge jump . .
As said by Turbostang, keep the bl to .008 or .009, not 11 and 12
Bring the bl to 008/009 and with the 25 shim and see how it is then

When I set up my 7.5 I found that the pinion shims in the Richmond kit had a too small ID and were sitting on the radius of the pinion shaft to the gear. I didn't catch it right away and I was getting a good pattern with way too thin of a shim because the pinion set up bearing was not seated all the way. Once I figured out what was happening I ended up with a shim that was very close to the one GM put in.
