Warranty Question on Black Panel behind t-tops

Not sure where to post this, hopefully this will work.
My black Panel has been bubbling for quite some time now. It is the black piece between the Back windshield and T-Tops. This is on a Camaro SS.. I've heard there was a Factory Defect with some process they used on the plastic that prevented the paint from properly sticking so even if you where to have it repainted it would come back. I heard GM was replacing these under warranty.
Does anyone know even with the car out of warranty will GM still replace this panel if I was to take it over to the Dealership I orginally bought the car from?
I am hoping there is a way to get this piece fixed because it's really starting to look terrible.

It was never a RECALL it was a TSB advising service centers how to fix the problem. Many were able to get this fixed or at a reduced costs due to the 5/100000 mile body warranty but since the newest F-body is 7 years old good luck with that..

I have the same thing going on with mine. Sucks. The car is gorgeous except for these shitty bubbles in the sail panel. I need to get it fixed.
How hard is it to get that panel off?
Is it glued on or bolted on behind the head liner??
If it comes off easy, I figure I can try to repaint it or have it repainted. Will save some money if I can do the removal and install.

ah, I just read back some more pages and found my answers....
I like the wire cutting idea. What if you used a battery to energize the wire so it got hot. Might help it slice right through that stuff... Now I just gotta find me an older 4th gen.

When my shop did quater panels on these cars we would have the glass company get them off and they would just re-urethane them on. Never had any break before, and heating it up would help alot but they would cut them off.

I had my '02 car approved under the 6 year/100k mile finish warranty, but that was in '07. I don't think anyone is getting those covered now. It'll be out of your pocket if you want it fixed.

I have a coupe and the roof has little bubbles running right down the middle.It's kinda hard to see unless you look just right. It has been like that for the last 6 yrs. but hasn't gotten any worse. It sets outside but always has had a cover on it.

I have a friend that fought with GM over this and finally got them to agree to pay half last fall. They even agreed to paint it back SOM rather than black. But...the dealership has screwed it up twice now, the paint doesn't match, the hatch doesn't line up right, and the car got some scratches on it elsewhere. And why is GM broke?
