looks like oil in power steering fluid and I don't have a power steering cooler

I searched this and seen that this is sometimes caused by the power steering cooler. My car doesn't have this but i just replaced the pump and the old fluid was chocolate milky. When I put the new pump on with fresh fluid,within 5 minutes of running the car the fresh fluid was choco milky again. Any suggestions?
