Factory "freaks" really only explain two brand new cars of the same make/model/trim/options that have a performance disparity. When it comes to cars with several 10s of thousands of miles that are both stock, any significant difference will usually be due to one being beat/worn/poorly maintained or having a bad component(s) causing poor performance.

Becouse I'm not original owner of these trans ams and most people get these cars used, I don't know every thing about them. But from this post I decided that when spring comes, the black ta will get a tuneup and slp exhaust and lid. Then I will if the two cars drive the same.

A4: 650rpm park/neutral, 550rpm in gear
M6: 800rpm
These desired idle speeds are true for all LS1 F-bodies, unless they have received tuning to change them.
Some factory tachs are more accurate than others, so an individual tach may or may not be telling a lie. Only way to know for sure is with a scanner.

According to your sig, you have an M6. The M6 LS1s have a different factory idle speed than the A4s. Here are the factory numbers for all '98-'02 LS1 cars:
A4: 650rpm park/neutral, 550rpm in gear
M6: 800rpm
These desired idle speeds are true for all LS1 F-bodies, unless they have received tuning to change them.
