I agree with the guy above me. Stock is the way to go or light bolt one. Anything more and you could be buying other people's problems. Also I live south of Chicago and have dd mine in every winter for the last 6 years. No sand bags, no snow tires, and drove thur 3 in he's of snow plenty of times. It is not fun and it is not easy but it can be done. For your budget be prepared to travel to pick a car up.
