Average cost to rebuild ls1 heads?

To rebuild it completely can be a lot, here are the things that can be done and what I was quoted by TEA to do:
mill - 60
valve job - 120
clean - 60
new valves - 250
spring kit - 230
Now you may not need new valves and you can get cheaper springs (like OEM ones) but that's the general idea.
If you need new seats that could run you another few hundro.

I paid something like $220 to have some 862s redone at the machine shop, which meant hot tanking the heads, decking the surface, cleaning the valves, and a valve job. I had some take-off seals, springs, and retainers from a set of LS3 heads that I used.
