Fluctuating throttle voltages with ls2

Default Fluctuating throttle voltages with ls2

Car has been going into reduced engine power and sometimes just shuts off going down the road. Have replaced TB with two others, also replaced pedal. I do not have a tac module.

While monitoring with efi live-
At cold startup all readings stabilize. With a little throttle and back to idle the readings begin to fluctuate rapidly and the code is set.

So far I have not found any wiring problems visually at the pigtail. I also wiggled the harness while monitoring voltages and they were stable.

I've cleaned the grounds at the back of the heads.

2006 cts-v with e67 pcm.

I'm pulling my hair out. Any suggestions?
