Is it possible to remove the tether ring from the gas cap and install on replacement?

Default Is it possible to remove the tether ring from the gas cap and install on replacement?
Can the tether be removed from the actual cap and installed on a replacement cap or do I need to buy a tethered cap?

I tried that once. The replacement caps I've seen have no groove for it.
