I dunno, but if you make a light out of the old cam, I'd say that was a bolt on!

Dumb question.

You don't bolt on a camshaft, therefore it isn't a bolt-on.

Turns out that bolt on's are not INSIDE the engine. If you called a cam a bolt on, then what in the hell would be classified as internal work? This thread is ridiculas. +1 on closing it.
