Car wont start when cold?--DWI Tester Issue

Car wont start when cold?
A friend of mine installs those little gizmos that you have to blow into to drive the car (after a DWI) and is having a problem with a customer car ... I'm not too sure of this issue, hope you guys have some kinda ideas...
Could it be something like a BCM?
Got a question for ya. You may or may not be able to help me with it.
The one client I was telling you about with the Red 99 T/A has been having a problem with his car. Whenever it gets cold (below 55 degrees) his car will not start. It's got 75K miles on it, I checked his alternator (which charges 13.7v) and the battery is brand new. Dash lights, radio and such will turn on when the key is turned to the ON position and I can hear the fuel pump kick on but I get nothing from my unit which is hardwared into the ignition harness and only needs to see 9v to power up and that's not evening happening. I even bypassed my unit to make sure it wasn't my end and still nothing, no sputter or the engine trying to turn over. Once the whole vehicle is above 55-60 degrees then it acts like nothing is wrong and will kick over.
Any thoughts or if you know of a problem with the T/A's that could cause this?
