Default Antenna Problem!

My radio antenna doesn't roll down all the way when I turn off the radio on my '01 TA. It also makes a buzzing sound when it goes back up. Is this just like the crappy headlight motor gears and window motors in these cars? I haven't really heard much about this particular problem before. Is there an easy remedy to this? Can someone shed some light?

I just removed the stock antenna on my '99 Camaro Z28 and put a rubber gromet on the threads exposed. Makes it easier to put the car cover on in the winter. I don't think I've ever actually listened to the radio anyways.
