Default Lights pulse when letting off throttle

My lights like pulse with the engine when I let off the throttle. This coming weekend I'm going to replace the plugs and wires, and was thinking picking up a new battery might fix this, but could it be the alternator? I'm really not sure and it's sort of annoying.

Edit: Also, its ALL lights, interior and exterior, not just headlights.

So I should just grab a replacement alternator off eBay?

check all your wiring to the alternator first, as well as the ground cable from the battery & engine, before you go spending money on a new alternator.
