Default No Start Issue in 240sx

OK heres the story. I just got my engine back from the machine shop and put everything back in and went to fire the motor and no go. The motor turns over hard but wont run. I had the engine in this car before and it ran fine but not for long at all until I pulled it and had the motor freshened up. Now heres my main question.

- I had the VATS bypassed before with that temporary circuit board and now i dont. But i can smell gas out the exhaust. Does VATS cut fuel or ignition?
Any other recommendations would be appreciated.

If you can smell gas, then it's time to check spark and timing.
VATS I believe won't let it turn over.

ok that answers a big question about VATS because i wasnt sure if it cut both ignition and fuel. I think ill hook up HPtuners and delete VATS and go from there.
