Car Stopped Today While Driving In a Flooded Street

Tonight as many of you know, it was raining like crazy. I was on my way home, and the absolute worst happened..
I was around fat city, and there's this 4 way stop where the water was really deep (stupid me, didn't know how deep it was, and saw other cars go through so I decided to as well). The car stopped as I was pulling into a store for higher ground because I realized the water was really high!
I didn't even bother trying to start the car again because I didn't want to hydro-lock the car, so I just pushed it into the parking lot and left it there. So after a few hours I went out there with my brother to see if we can do anything about it.
We took the spark plugs out and tried to crank it, but it wouldn't even crank or start. Thought it might be because of the battery so I even tried to jump start it with no luck.
I'm pretty sure the car is hydro-locked and a done deal, so theres not much that can be done, but I was wondering if you guys knew any last resort tricks or anything to get the car running again. If not, I guess the car had a good run, and it's time to start looking for something else.

i had water in my engine over last summer. i pulled all the plugs. water came pouring out of cylinder 7. drained the oil as water was in there too. i turned the engine over by hand. it ended up beig the starter was screwed up. but over the winter i had the engine torn down. bent a rod in cylinder 8

I would try to turn it over by hand. Figure out if your starter is busted, or a relay is shot, not sending power to the solenoid, etc. Couple of my buddies had flooded cars this past summer. We got them all up and running, although these were DD beaters, so we didn't do everything we could to fix it 100%.
We...
1. Pulled plugs, and cranked until most of the water was gone
2. Got a siphon or pump in some cases to remove remaining water that was in the intake path, ie ECO-TEC's stupid intake manifold, sucked the cylinders dry from the top
3. Put some cheep plugs back in, drained the oil and filter, put Joe Schmo oil and filter back in
4. Ran it for 5 minutes, drained oil/filter again, re-filled with engine oil flush, and new cheap filter
5. Ran it for 5 minutes, then performed an intake and fuel system cleaner through the system
6. Drained it again, filled it back with quality oil/filter of choice
7. Replaced cheap plugs with quality plugs of choice.
They are all running fine, but in no which way, shape, or form are they driven hard or abused. Take this for what it is worth.

I'm the OP's brother, the car in question is a 2002 escort zx2 with the 2.0 "zetech" if anybody has knowledge on these motors. As already mentioned, I took off the plugs and wires to crank the water out, but the car will not start, I believe the motor is seized and bottom end damage was already done seeing how the car will not even want to crank, I can feel the starter trying to work but I believe it's the motor that's seized up..
