Manual idler/tensioner pulley. New Belt. Whine when cold.

On cold starts the noise is evident until about 20 mins of driving and it eventually goes away. I'm not sure if I need to loosen the pulley some or if I need to get another stupid belt. Ideas?

I loosed the tensioner, tightened the tensioner, nothing helped. Actually when I loosed it (too loose, where the belt wobbles around) the noise wasn't as bad. Belt dressing and a wire brush didn't do the trick either, belt dressing actually made it worse.
