Whine... steering rack or pump?

Default Whine... steering rack or pump?

There is a very audible whine coming from my engine bay. The vibrations I feel at the steering pump reservoir match the harmonics of the whine so I'm reasonably certain it's from the power steering system. The whine is always there, even if the car is just sitting still idling, but it gets much louder if you turn the wheel either way. Would this indicate the whine is generating from the pump or the rack?

I'm leaning toward the pump given what I've observed above, but wanted to run it across you guys before I make any purchases. I'm hoping just a pump purchase with fix it.

Yes I'm also replacing the power steering cooler with a frame mounted one for preventative measures (the reservoir doesn't appear to have been contaminated).

Pump. Racks don't make noise, they just have fluid inside of it getting pumped in and out.

Obvious thing is make sure the power steering fluid is full.....otherwise it's probably a pump on its way out.
