Default OBD II Port Not Working

I recently swapped in a new stock motor into my T/A. It was originally a 6 speed but I had it converted to an auto a while back and that's what it is now. All the electrical stuff seems to be working fine and all the fuses look good after the swap, but there is an SES light on. I went by Autozone today to get them to run a quick scan on it to see what the code is, but the guy told me he couldn't because there was no power coming from the plug. I took it back home and checked everything under there. The plug seemed to have all it wires going to it and all the plugs in the passenger side kick panel were in place. As I said there was a tranny swap done on the car so there are a few plugs now that don't go to anything. Under the steering column, these were the only plugs I saw that weren't going to anything:

The plug in the second pic has wiring that actually comes off the same loom that leads to the OBD plug. Anybody got any suggestions?

Go to another Autozone and make sure the first place didn't have a bad scanner.

Is Autozone the only place that will do a scan for free?

I would never have guessed it was that fuse. I'll check it. I think there is a spot for a small "aux" fuse too, but nothing is there.
