Ive never had an issue with the hazzards, with the situation he is dealing with ive only had the issue where the rear bulb was blown and it caused the front not to blink on several occasions
Seems like nearly any issue with the circuit can cause this issue. Bad bulb, connection, etc.
I've had this issue and it ended up being a combo of corrosion on the wiring plug going to the front headlamp assembly... and a no so good wire splice on the same wires from the previous owner.

What wssix99 is referring to is the diagnostic practice of turning on the hazard flashers and then walking around the car to determine which bulb isn't working. The hazards will generally flash even when the turn signals don't (separate flasher and different electrical load) so doing this makes it obvious where the problem lies. In this case, it is probably a burned out rear signal bulb which would be easily seen when using the hazards.
