My ‘00 has them. I replaced the rear shocks not long ago and it seems like the carpet had a pre-cut perforated line that I had to cut fully. I might have dreamed that, but I don’t remember just pulling up the flap.

The reason you might not have noticed it is explained below:
It's more of a "provisional" cut/perforation from the factory, it's very well blended and somewhat hard to see (especially if you don't know what you're looking for) before the first time that someone opens it fully. It tucks back in very nicely, but once it's been opened for the first time it's much easier to spot. It's also a bit harder to see on the '00+ cars with the darker (ebony) carpet - again - especially if nobody has ever actually opened it.

Well, all of my years had it ('98, '99, '00, '02) but I never owned any of the earlier LT1 years. My 3rd gen (1989) didn't come with this though. Not sure when it started but definitely by 1998.

That certainly explains it then, the car was 100% untouched when I got it, and it had dark carpet. I feel mildly better about pulling all the panels out now lol
