Headlights pop-up on first dial setting

Headlights pop-up on first dial setting I just bought a '98 Firebird Coupe as a daily driver, and I'm very adept on working on it since I've owned my '98 Formula now for awhile.
However, our headlight switch has three settings. Off, parking lights/foglights only, and full headlights. On the Formula, the headlights only pop-up when the third setting is selected with the dial. They stay down when the first two are selected.
With the V6, the headlights pop-up on the second setting (supposed to be parking lights/foglights only), and they headlights stay off. They do come on when the third setting is selected.
Anyone have a clue what this is? If it's any help, the driver's side motor grinds when the headlights are closed, but I know to flip the drive gear around 180*, I've had to do it before on the V8. But I don't think this will affect the settings for when the doors pop.

Yeah, that damned gear needs flipped.
That may or may not do it. I'll have it apart this weekend to see. But in case it is something else, I want to see if anyone had a similar issue.

UPDATE. Flipping the drive gear in the motor 180* fixed the problem. Now the headlights act like normal. It's pretty strange how they react when something isn't right. I tested the problem motor without having it hooked to the headlight assembly, and the driver's side assembly popped up and down too, but the fuse for that motor was removed.
