It's always possible (although somewhat unlikely) that both high beams are burned out. You can check if the highbeam switch is working by turning on your headlights and foglights then switching to high beam - the fog lights should go off even if the high beam lights don't go on. If they don't then you should suspect the switch or one of the wires connected to it.

I had a little plastic linkage pop out in mine. It was at the end of the lever and connected the lever to the rod that runs down the column to the switch, i just popped the pieces back together.

I have a similar problem. My brights don't come on, but the fog lights do go off when I pull the lever back, the dash illuminates as well, but no high beams. I don't know if the bulbs are burned out, or what else it could be?

Found my problem. My lights and switches are fine, but after some investigation under the hood, it appears that the connection is corroded pretty good on the light, but I still managed to reconnect the wires, and now they work again.
