Default silver '00 paint defects?

Just noticed that the car I bought has been repainted completly!! Man, this car is just full of surprises! I inspected the car entirely for damage and I cant find a single shred of fiber glass or bent metal anywhere! Anyone know if gm might have repainted cars that had peeling going on? There is some peeling paint on the front fenders that I'm going to wet sand out just to get rid of the paint lines. The paint is pretty good, but towards the front of the fender on top of the headlights, the peeling is working it's way up to the top line of the fender.

The previous owner might have had it resprayed, not because of a wreck, but because they had some paint damage. A gal I work with had her 94Z repainted because she got a bunch of rock chips in the paint (nose, hood, and top of the pass fender) from following a truck down a gravel road

I'm sure that's the case, it just seems weird that a 2000 would have that many paint problems that the whole car would need it.
