its your AIR. air intake recirculation. it pulls fresh air from your intake and pumps it into your exhaust manifold for some dumb *** emmissions thing, until your cats reach temperature.
its the black hose on the far right of your engine bay and the little air pump is in the fender.

I agree with camaroextra, its probably your air pump.
What yea is your car? 2000-2002 have the air pump going into the stock lid. If your car is one of those years you can just start it up, and pop the hood and check it for suction off the AIR tube to your lid.
But by the looks of your handle you have a 99' LS1 (98-99 have no AIR tube to your lid). So, you can try and see if the sound is coming from under your drivers side headlight where the airpump is mounted.
Try that and get back with us.

if you live in a state that has varying climate temps then just leave it alone, its not hurting anything. if you live in the south or southwest, then by all means take it out. the AIR pump is supposed to heat up the cat faster for emissions reasons.
