Could be two things:
A: The cluster is not fully accustomed to the car. Can fix this is a Tech 2, or turning the car on for 30 minutes turn it back off for 5 minutes, turn it on for 30 min, off on off on off on. Keep doing that for like 5 or 6 times and it will allow everything to communicate without a tech 2. Don't start the car, just turn it to the on position.
Everytime my dealership tells me I need a tech 2 for something I find a way around it! $%^#$ them!
B: There is a wiring problem. Common trouble spots? Ummmm check the clockwork spring to make sure it has continuity. Also make sure the connectors are actually plugged in.

I hooked up the scan tool and i gave me 5 different codes but it would allow me to turn it off. You should try and do the same. My father is suppose to look up the codes at work for me so i can figure out what i need to fix it. Ill keep you posted.

Instrument Panel Cluster Synchronization
When installing a new IP cluster it must be synchronized to the supplemental inflatable restraint (SIR) module in order to synchronize the new cluster, perform the following steps:
Connect the Scan Tool to the data link connector (DLC).
Proceed to the SPECIAL FUNCTIONS key under INSTRUMENT PANEL CLUSTER.
Select the SYNCHRONIZE IPC and SIR key.
The screen will display: IPC and SIR modules-Now synchronizing modules.
If the procedure is completed successfully the screen will display: Module Synchronization Complete.
If communication is lost with the SIR or IPC, the screen will display: Loss of Communications with Vehicle - Check Diagnostics Link Connector - Check Ignition (On/Off).

Maybe you are right, but something is bothering me...
If it hasn't fixed itself by this many ignition cycles then something else might be wrong. Mine fixed itself in a couple of hours from turning the car on any off. This guy has been trying to fix it for a long time.
Plus why is it throwing an open loop code?
I just thought, he might have done some mods to his car and broke the coil. We may never know.
