Bottom line... you need a new alternator.
I have the exact same problem on my less-than-1-week-old toy ('99Z). I took it to AZ last night and had them test the alternator online. Needless to say it isn't putting out the amps it needs to.
Also, I believe that the voltage regulator is built into the alternator for the LS1 F-body. If that is the case, then your alternator could be putting out solid amps, but the voltage is fluctuating....thus causing flicker in the lights.
At a stand still, rev your engine up & down....watch the volts gauge....it's probably dancing a bit.

The wires cannot be disconnected until you have all the bolts out. It helped me to let it rest on the sway bar after unbolting it.
