Dielectric Grease on GM Wires?

Hello all,
I just got some GMPP plug wires to replace my stockers. Yes, spare me
the MSD/Taylor, et. al lectures
Anywho, it looks like on the plug end of the wires, there is a hint of green goo. Would this be dielectric grease? If so, does it appear there is enough?

PS: The gmpp parts description says these are 8mm wires. However, they are stamped "7mm" on the gray boot end
