Default oil pressure question, autometer gauge maybe

I started my engine for the first time and the oil pressure reads 45 cold and 38 hot at idle. My problem is on start up it takes like 6 sec's to get to 38-45 psi, real slow. I put a new autometer oil pressure gauge on and not sure if its the gauge or oil pump. Has any ever put the packing nuts to tight and maybe closed the oil line to the gauge off to much , could this even cause this problem. Also the oil runs to the gauge and stops in the line about 3" away and never gets to the gauge, not sure if thats right.
