Makes you wonder if it's just a hack, or if the doer of it had some knowledge/purpose...

or maybe the State of California is so damn broke it can't afford proper maintenance on it's CHP fleet.

they probably cut out all the rust in that turdblow muffler. Lol, looks rat-rod=replace

i've seen ricers cut the top of a muffler open and remove the guts. then they weld it back up. looks stock, but is basically straight pipe. cant explain that tho.....

Cop probably wanted a louder exhaust and since he couldn't use aftermarket parts he just made his own muffler mod. LOL.
