Not going to argue you're bang/buck argument but when are you going to care about extra HP except when you are WOT? When are you WOT that you won't be over 4k rpm? If you're racing or driving spirited and you're under 4k much you're doing it wrong.

WOT above 4K ....1k for 15-25hp
<thats the look your gonna have .... your better off spending no money & loose some dead weight/suspention geometry tuning .... best you can do @ your point is to save up for a rear end. 
When I swapped my LS1 intake for an LS6 a few years ago, I noticed a definite difference over 3500 rpm. I did have full exhaust, lid and smooth bellows at the time of the swap. $350 for the intake and coolant bypass tubes. Well worth the money. A friend of mine went from a stock LS6 intake and ported TB to a fast 92/92 setup on his 02 H/C Trans am and picked up 27 rwhp. I believe it is worth upgrading to either intake, but I think for a stock internal car that will stay that way, I would go LS6. You would never use the fast to its full potential.
