Cutout/turndown issue.
The bolts aren't long enough to go through both things, and the bolt heads are like welded on the actual cutout pipe, so i can't go buy longer ones....I was really hoping to use this, not really knowledgeable with cars but im assuming i have to break the welds somehow on the bolt heads, don't have many tools...
draw in to get the nut to seat, try some c-clamps on
the flanges?
Otherwise I'd get ahold of a cutoff wheel, you can get
a 3" wheel and a spindle for under 10 bucks, and use it
in a die grinder or drill, cut the bolts free and use some
all-thread with nuts at both ends, and cut away the
excess when done.

I may just have to cut the bolts free as you said...sounds like a plan...
My main reason for wanting the turndown is currently the cutout with no turndown is turning the underside of my car black.. and to protect the butterfly as stated above...
