It's likely not a lot of power on a stock engine, but it's obviously a lot more when other things are added -- just like anything else.

I noticed a quicker-revving engine more than anything else; however, I just have a lid and ported throttle body aside from the pulley.

Well just like anything...it adds up. Only you can determine if it's worth it Personally I think it's worth it at some point

They might add a few hp. Just like an E-water pump, roller rockers, ported tb. The little things add but it all comes down to what your goal is any how much you want to spend. I just bought heads/cam and called it a day. At some point you have to be happy w/ how fast your car is right?

Be careful which one you buy. Seems like several threads on the forums discuss problems with certain ones.

True. I know my tuner uses the Powerbond pulley.

An ud pulley isn't bought because of the power it adds.

I wouldn't care if an ati lost 3hp, Id still run it.

To clarify your statement...

The harmonic balancer or dampener are not ran for power "gains" (which I say loosely). On the other hand, just a basic underdrive crank pulley is for power "gains" (again, stated loosely). This is where one sees the difference in price between a Powerbond vs. an ATI.
