Damn ! Bolts rung off in heads !!! ?

Didn't check before i put the heads on and torqued them... manifold bolts flush with the hole ..how can i get them out without taking the head off ??? #%** 2 on each side...

Do you know if they snapped off during removal or a prior installation?

Intake or exhaust? We've been about half successful with drilling all the way threw the bolt and using a easy out and half successful with welding a little nipple then nut to the broken part of the bolt.
