Looks like that manifold could use a BUNCH of Dremelizing...

Maybe. Take a look at the height of the first runner vs the rest is what that picture is about.
Im assuming that is how they make up for the port entrance issue on only that runner.

Yeah, huge difference in runner heights! I guess I missed where it said there was an issue with that first runner.

My guess for all of this extra material inside the intake is that GM was greatly worried about NVH - Noise, Vibration & Harshness. While a little noise does not bother folks like us, it does annoy the more mainstream GM customers.

The epa has a maximum allowed NVH i believe. Or underhood noise at least. Hence the padded beauty covers on the car intakes, fuel rail covers, and engine covers in general.

#2 runner inlet has a very awkward and narrow design vs the rest.

I've read that the 98-2002 Fbody exhausts had to meet federal noise limits. Pretty stupid, exhaust noise never killed anyone.

{Inside of upper shell. Notice the very sharp ledges after tb opening (top) and the occlusions into the runners by the profile of the outside of the manifold. Marked in red. Some are from bolt holes. The bolt bosses will be ground flush then either plastic welded or plugged.}

Do you have a pic of the finished upper with the filled bolt bosses ?

I may get it either way for my 65 Cutlass swap since i'm using truck accessories on it and the stock manifold is hideous, I was gonna get a LSXRT for it just for appearance sake but this would save me a boatload.

Good, watching with anticipation, the timing may work out well. It's either get it from you if you offer it, or get one and not open it up and just do cosmetic mods.
