throttle cable adjustment / too tight
Worth noting: I'm rounding the corner on putting a junkyard motor and a turbo kit on the car. I've never detached any of the cables outside of the throttle cable at the throttle body. Everything else has just been sitting under the hood for three years. I believe this as well as the new SD tune I've written on it are both causing me idle issues. Any help is appreciated.

It would appear though, that your TC unit is sticking. You can try lubing it, replacing it, or manipulating the throttle cable bracket forward.
Also, I think, not sure, but I think there is an adjustment on the tc cables too. It's been too many years since i've played with f bodies to remember
I ended up taking the gyro assembly apart. I removed the 2x torx screws from the back of the assembly, the clip from the top, and slid the assembly off of the assembly shaft.. The second I did that, the motor more or less reversed like there was preload on the whole gyro assembly from the motor (which doesn't make sense to me). I pulled the gear attaching the motor to the shaft and moved it a few teeth over, and reassembled it. Now the throttle body spring brings the throttle body down to the mechanical idle set screw on the throttle body. The problem now oddly enough seems to be resolved.
I also plan on hooking up HP tuners to assure 100% throttle puts the TPS @ 100% but I have yet to test this. I believe it should work as there isn't any visual slack in the throttle cable.
I've started the car (idles great now) and moved it back and forth in my driveway but have yet to drive the car around as I still need to wire the installed pusher fans, bleed brakes, etc so I have yet to toggle traction control on/off or see if cruise still works but SEEMINGLY thus far this has solved my issue.
Throttle cable issues are the worst, I've been dealing with the opposite. My cruise control doesn't work so I may just buy a non TC cable and be done with it. My cable has way too much slack and when I try to shift at high RPM my throttle gets stuck open and I repeatedly hit the limiter. I've tried searching on here but even using goggle I can't seem to find any threads that state the same issue I'm having.
If you've tried both of those I'd recommend taking the cover off of the TCS module and playing with the throttle while you're looking at it. It's easier to fix something if you can figure out what's causing the issue. If you're willing to give up cruise & traction control (which you obviously are) you have nothing to lose in the event you break the module or you can't get it back together. If the TCS module is not the source of the issue, perhaps you'll be able to identify which cable is dragging and trace the problem from there as they all feed to that one assembly.
If you buy a non TC cable make sure you get the right one. I believe the 98-00? have a smaller? throttle body linkage thus have a shorter non TC cable than the 01-02. Maybe I have it backwards. Search/ask before purchasing.

Hopefully the rain goes away tomorrow so I can also adjust my parking brake tabs as well as doing the wire mod and start on my Linelock install.
