OK there's some misinformation in here. 01's & 02's come with AIR, but not EGR. Prior to that they have both. I can't say for sure from that pic, but those look like race style headers with no emission provisions. I didn't know mac made those. Either way there's no egr stuff there, but the AIR may be there. If they are race style headers you would need to remove the rest of your AIR system and get some codes in the PCM turned off.
And FYI block off plates do not come with headers, you can make them, or I think www.ls1speed.com has them.

^^^ Calongo hit the nail on the head.
I made my block off plates with the fittings from my EGR and AIR plumbing. Welded the holes shut, then used the respective gaskets to make sure they got a tight seal.
