get some by-leakage. Using an IAC motor
that's old, on a new TB body, may get you
with a plunger that's already taken a set
to a different piece. Gasket leaks? Who knows what all. Just have to inspect all around.

One thing that can happen is that the hole in the TB can be drilled out and cause this to happen.
A bad IAC sensor can also do this.
The idle set screw can cause this too.
On top of that the hole for the IAC in the epoxy can cause this if it's done wrong.
My bet is the idle relearn needs to be done first.
And yes, I do send that out with instructions on install of the TB with all of my units.
