Can anyone tell whats this purpose if you up grade it to your car?

It turns the acessories (alternator, waterpump, power steering) slower, which frees up more HP to tranmit to the rear wheels.

An ASP underdrive pulley is the same as an underdrive balancer. The balancer is integrated into the pulley.

Yes, balancer = pulley.

ASP, march, SLP, powerbond, fluidamper all make excellent underdrive pulleys

These cars are internally balanced, so they do not even have a "balancer" like you would have on a SBC/BBC. We normally just say "the crank pulley" or "the pulley" around here.

True, but I think of harmonic balancer. Our pulleys still have elastomer dampening material to absorb harmonics. Aftermarket pulleys will also have this.
