That combo wouldn't pass here in arizona which is why i'm going through emissions first then installing headers.

my lt1 passed by just throwing a high flow cat in at the I-pipe. If you want to go cat-less, good luck

Depends on the test and the facility doing the test. It can range from a simple OBD-II scan, which will pass (if the proper codes are turned off). To a full visual and tailpipe inspection, which it won't (at least not the visual). Where are you from, as that will help answer you question.

Damn, they have to do that for your post sticker? Or is it part of the regular registration process in El Paso? I would just throw a cat on the I pipe first, if fails, get a catted Y. But what kind of emissions? If odbII only...clear the codes and be done with it.

Honestly, I think you can get it to pass in a border town. Stay away from big chains though. Usually a mom and pop's place shouldn't give you issues. I just did. I know of a guy for sure that gets it passed and he's in the Armed Forces. 98,99,00 must have ERG provisions as well as cats. 01 and 02s don't have ERGs. Usually, if you have a quite enough exhaust it won't raise eyebrows or suspisions. Good luck.

I was scared when I took my SS to emissions on 9/6 cuz it has SLP LT's/SLP ORY, no cats, 235/239 600/585 113lsa+4 cam, & SLP LM 1 here in IL, but I pulled in shakin' the place & the guy said "this is pretty loud", bada bing bada bang, and 2 minutes later I passed with no problems, exhaled & turned right outta there, crawled across the train tracks, then dumped the clutch & tripled the speed limit (25mph zone) to celebrate LMAO, so good luck, but I wouldn't worry too much cuz a lot of people run Pacesetters due to the price-I was gonna, but I got my LT's/ORY for $150 from my friend- SCORE!!!!!!!!!

My cousin couldnt pass emissions in his simple little bravada, then I have a buddy that went in camming like a **** and the person actually told him to "light em up" on the way out. Depends on the facility/day/person...use your people skills lol.

Post up in the texas forum. Emissions Laws vary greatly from state to state so that would be the best bet to get advice on it.
