You don't hear about it often because most builders take the care to avoid this problem. The block may not have been checked for alignment or the bearings were installed improperly. Either the guy is a hack, took shortcuts or it's just a simple mistake.
Document everything with pictures and a written opinion of another builder. Keep that to yourself. Then give him another chance. You can always contact the b.a.r. if you get fugged. You will have an excellent chance of getting re-embursed if you have decent documentation.
BTW, I drove mine for awhile this way because I had no other means of transportation. ALL of my bearings were damaged because of oil starvation. The only indicator I had was what I thought was valvetrain noise and lower than normal oil pressure.
