How to make a poor cam

what cam specs would yield a cam that displayed no bucking/surging with a stock converter (ls1 f-body), yet would still generate pathetic power until 5000 rpm, peak at 6100-6300, then fall of fast. I guess it doesn't really have to fall that fast after peak, but it would be best if it did. This thread's more for entertainment, but might have some technical use (if you have a stupid ricer friend with an ls1 who wants the ULTIMATE cam). The peak power would have to be respectable to trick the silly little ricer into thinking the cam was desirable, as would the manners with stock converter. What I'm really looking for is:
peak power
good manners (no surging/bucking)
minimized area under the curve
and MAYBE good throttle response. since this one's related to DCR, which also increases area under the curve, I'm okay if good throttle response can't be achieved.
I originally thought about asking Pat G, but realized he'd simply laugh at me and go about his business. It's unfortunate that it requires someone with good understanding of valve events to correctly answer this question.
Anyway, feel free to comment, bash, etc.

**Disclaimer... Not to someone I have an argument with on here and then answer one of their questions.
I'm talking people I know personally in life that have pulled some things on me. If I had a chance, I would do it and laugh the entire time when they run 14.XX @ 101mph cam only. I know plenty of ex "friends" that deserve this.

...no. I genuinely want to know if this is possible.
I didn't have anyone in mind, the ricer part is just one of many creative uses for you, the people. This thread was more a product of curiosity, and the lack of capability to spec such a cam myself.

A 248/ 263 .710/.736 on a 98.3758lsa and one of those hard to find pristine ls1 intakes (98) is the best....also need to swap out the stock MAP sensor for a Corvette MAP. (15 extra HP right there). Then swap the stock exhaust manifolds for the 01 truck manifolds.....don't worry, the computer can read the o2 sensors and adjust everything...no need to waste you money on one those dumb tune things.
It might buck a little at first, but give it a few hundred miles and the computer will fix it so it smooths out
