Default very strange oil pressure issue

just put a new (used) engine in and i'm having some very strange problems.

if I put a mechanical gauge at the front port on the left side of the block I get good pressure from 25-75psi

if I put the mechanical gauge at the rear port behind the intake where the factory sensor is I the oil pressure never gets about 35psi

I pulled the engine and looked at the mains, the bearings on 2 of them have some minor grooving, but nothing major. The tolerance with a plastigauge at the front main is .0015

did a compression test and all cylinders were exactly 210psi. The compression numbers along with the bearing clearances points in the direction that the motor is relativity tight.

Pickup tube oring was not pinched

using a standard volume standard pressure oil pump

rear dogbone/barbell is installed

any thoughts on what is going on?? I'm completely stumped

I believe the front port is before the filter and the rear port is after the filter. Might try changing the filter.
