Just another quick thought:
I take it you used new lifters as well as trays... Onve you have the cam on the base circle, be sure you take the pushrod and push the lifter into contact with the cam itself. New lifters just love to stick in the trays and not be in contact with the cam itself, and with an adjustable PR checker, you'd never know it.
Anyway, next time you have whatever valve you're checking, be it int or ex, push the lifter into contact with the cam. Step away for a half hour or so, as you've probably collapsed the plunger at that point, and then remeasure.
