Sounds like a lifter problem. You running stock ls7 lifters? Try some aftermarket lifters

JakeFusion nailed it, depends what the rest valvetrain is...??? A valvetrain is like a chain, its only as strong as its weakest link. If one piece isn't right, it compromises the entire system.

The LS7 revs to 7k without issue and beyond because of lightweight over the nose rockers, good springs and REALLY light (titanium) valves.

Turned down LS3 valves are a great way to go. I think the 1.8:1 ratio helps too. Lifter works harder but doesn't move as much.

I believe the PCM will cut the fuel at 6,200 RPM. Did you tune this higher?

Just swapping to stock rockers will free up more rpm.

1208 is a lot of spring. Do you have heavy valves? Stiff pushrods (larger than 5/16)? What heads? What lobes on the cam?

^^This will definitely help.^^

And lightweight valves will be VERY beneficial if you don't already have them.

Heavy valves. I'd swap to PM guides, run stock rockers, morel or Johnson lifters, and PAC 1207 springs. And 3/8" pushrods.
