Default Oil pressure wont rise.. bypass problem?

recently fixed a low oil pressure problem but now i have encountered a new problem. oil pressure will not increase with RPM AT ALL!

45psi cold idle
30psi hot idle

melling 10296 pump (used)

could the bypass be stuck causing the oil pressure not to rise with rpm? bearing clearances are fine i just checked them last week.
10-30 non synthetic oil. (trying to break in a new engine) stock rotating assembly.

not an oring problem ive changed it 3 times now (blue, black, blue) all the same results.

Did you reinstall the barbell in the rear of the engine?

It may, or may not be your problem, but the results you are seeing are consistent with what would be expected if the bypass valve had a defective (broken, collapsed, or spent) spring. The pump continues to create flow, the bypass mechanism bleeds off a portion of flow (in this case too much of the flow), but when cold the degree of flow bleed-off is inadequate to offset to increased oil viscosity.
