LS1 rebuild needed - sleeper build? (not too choppy)

i really like my TSP 228R cam and stage 2.5 5.3 heads setup, but i think the years of spinning the stock bottom end to 7k finally caught up with me. not 100% sure, but the sound its making is probably pointing to spun rod bearing. i'm planning to take it to a shop to get work done on it and they'll send the engine out to a reputable shop that builds a lot of race motors.
i'm mostly looking for opinions and ideas from people who have done rebuilds. all options seem pretty expensive, so i want to make sure i do it right the first time around.
i can't go too nuts because i live in CA where everything is illegal. i got a smog hookup, but mods can't be so obvious that a cop feels he needs to pull me over. so far, the 228R 114LSA (with cats and mufflers) seems OK as i've idled next to cops at stop lights without getting a second glance.
i contacted TSP and they suggested 383 stroker with their torquer v2 (232/234 .595"/.598") should be relatively mild and give more power/torque. i'm considering this, but am open to other ideas due to cost.
so what do you guys recommend?
would buying a preassembled shortblock from somewhere be cheaper? (assuming i reuse the prc stage 2.5 5.3 heads heads)

I DD a MS3 cam and never had issues with cops in Ca. I had a cutout too. 383 is your option with a 346 LS1 block. I'd give Ed Curtis, Geoff @ EPS, Martin @ Tick or Brian Tooley of BTR a call and see what they'd recommend.
If you have a smog hookup it shouldn't matter and I'd do the most I could afford. Running a good CB that is tame helps a lot. My Hooker Aerochamber tamed the MS3 quite a bit but still sounded good.

I run those heads with a cam similar to the MS3 on a 370 ci 6.0 and it runs hard for what it is. Op have you checked out Thompson Motorsports? If not I highly recommend that you do. After tons of shopping around I found them to be the best overall deal
