I had to go to a "Star Certified" station. I can tell you they spend about 15 minutes under the hood with a flashlight. Not sure all they were looking at but it passed visual inspection and smog test.
Someone else I know has heads and 222/222 cam in his GTO and had to go to a Referee and passed no problems.

Depends on the what degree of porting is used on the 241s but you could see up to 300 cfm at .600" valve lift compared to 265cfm for the stock 243.
Checkout AI or TEA. You get a bit more out of 243s but there is an added cost. Depends on your budget and goals. You said no FAST so stay with the 241.
Stock exhaust manifolds? Leaving a lot of power on the table. 5.0 Mustangs fairly quick nowadays, unless they are NA 4.6s. Look at the Cheater cam build in the dyno section.
