Ls1 block
I NEVER bore a block without a Sonic Test report done first.
I NEVER specify a GEN-III block
I NEVER bore an AL 5.3 greater that 98mm. (3.865)
When you purchase a block, from Pantera or other quality provider, a Sonic Test report is provided.
As for the rust, this is caused from Hot Tank cleaning.
The most common size I specify for 99mm is 3.903, good for NPR Steel Rings.
My guess is that it would clean by a hone.
I would ASK Atech to PAY for a hone, less than the cost of a return shipment.

This is NOT my case, I can provide a Forged RaceTech piston with NPR Steel rings (+.005") with the correct 99mm (3.903") piston/bore sized at the same cost as the shelf part.
The BEST method to save the file fit time.
I would ask them for the Sonic Test report ?
NO, the block can corrode in the Hot Tank within minutes.
I am a vendor/customer for Atec as are MANY Machine shops.
Surely IF I were asked, I would do your hone for them with no cost to you.
The chosen machine shop could "will call" your block ?
Would you like my help ?

My Method, measure your pistons for reuse.
Measure the Deck height.
A 5.3 AL GEN-IV block would be the core.
The Final Bore could then be PERFECT.

Now I can feel a huge handling difference in my Ws6 compared to my y87 v6 Camaro but the Camaro way lighter all around overall. I would say in the turns the Camaro would kill my WS6, the WS6 is a handful in turns the Camaro drives through with ease.
Next your going to tell me your muffler bearings are going bad?
