Rocker arm compressing spring.
So I put piston 1 at TDC and follow the usual procedure to tighten certain intake and exhaust rockers, however the intake on number 4 never reaches 22lbft, it just keeps on going and compresses the valve spring, which gives me ptv contact when turning over the engine. All the other intakes and exhausts torqued up fine with no spring compression and when I back off #4's intake I can turn over the engine just fine. I did put some number 2 sealant on the bolt(ported heads). Maybe a bit too much. Could this be causing it to not reach the torque value?

Not fully reaching final torque makes me think stripped rocker boss threads, but seems unlikely if it’s compressing the valve spring. First you need to make sure cyl 4 is a TDC, im guessing it’s not. Once you verify that, then try to torque at 22#. If it still won’t torque then the threads may have been damaged from trying to tighten the rocker while it was not on the cam base circle.

Also you said you're following the procedure to tighten the rockers on the base circle and the spring is compressing. That's your proof that the push rod is for some reason too long. Whether it's too long, not seated, not compressing the lifter, etc.. you'll have to check.
As for not torquing. You'll have to pull the rocker stand off and look at the threads and the bolt to see if it's stripped. Hard to guess over the computer what's going on there.
